The moment was designed as a surprise, but it did not land that way for everyone watching. WWE Hall of Famer Bully Ray discussed Bayley’s unexpected appearance on Busted Open, saying he was surprised by the development while also questioning whether WWE should have promoted her presence ahead of time.
For Ray, the issue was not that Bayley returned or that WWE resumed a rivalry with Valkyria. Instead, he took issue with the presentation surrounding the return, particularly in relation to the venue and the audience response. Ray argued that an advance tease from either Bayley or WWE could have generated greater anticipation for the show and created a more noticeable reaction when she appeared.
Bayley disrupts a key Money in the Bank qualifier
Bayley’s return came at a crucial point in the ongoing build toward the women’s Money in the Bank match. Bully Ray says the appearance came “out of nowhere”

“I guess so [I was surprised by her return] because it was just so out of nowhere, and I think with Bayley and the fans that she has behind her, I would have kind of maybe given a hint that we could see Bayley back last night,” Ray said.
Ray proposed that the promotion could have used Bayley’s social media activity or a simple on-screen announcement to establish that she would be present. His point was not that WWE needed to advertise an attack on Valkyria or reveal the exact creative direction. Rather, he believed a suggestion that Bayley was on the way to the show could have given fans an additional reason to tune in and respond when she arrived.
“Maybe Bayley on social media could have said I’m on my way to wherever the hell they were last night. Maybe they could have said Bayley is going to be there,” Ray said.
There is a longstanding balance in wrestling between preserving a surprise and promoting a major attraction. A fully unannounced return can produce a sudden burst of excitement, particularly if viewers have been wondering when a performer will return. Conversely, announcing that a popular name will be on a program can help build a show around that appearance, especially if the company believes a particular audience needs an extra incentive to react strongly.
Ray clearly favored the second strategy in this case. He felt Bayley’s profile and fan support could have been used to create more advance momentum, while WWE instead opted to make her ringside involvement a surprise reveal during the qualifier.
Concern over the crowd reaction
The central part of Ray’s criticism concerned the location of the episode and how the audience responded to Bayley. He suggested that the crowd did not sound as energized as he would have expected for a return of Bayley’s significance, and he argued that WWE should have considered that when deciding how to present the moment.
“I’m saying because of where they were last night to me. You could say people are excited. It didn’t sound like they were very excited last night,” Ray said.
Wrestling reactions are often debated because they are shaped by the live building, television audio, the segment’s placement on the show, and what fans have seen earlier in the night. An unannounced arrival can give the audience only a few seconds to recognize what is happening, especially when it occurs in the middle of a match rather than through an entrance, a video package, or a music cue followed by a direct in-ring promo.
Bayley’s appearance was also framed around interference. Instead of returning in a situation that centered entirely on her, she emerged to disrupt Valkyria’s match. That naturally put the immediate focus on the match result and Valkyria’s frustration. The choice made narrative sense because it quickly reconnected Bayley and Valkyria, but it may have limited the room for a prolonged celebratory crowd response.
Ray’s perspective is that WWE could have countered those factors through promotion. If fans entered the building expecting Bayley to appear, they would have had the chance to anticipate the moment over the course of the night. Her eventual involvement in Valkyria’s qualifier then could have served as the surprise, rather than her presence itself being the only hook.
A Money in the Bank return may have been Ray’s preference
Ray also offered a different scenario for Bayley’s return. In his view, the more effective time to bring her back would have been at the Money in the Bank premium live event itself. He believed Bayley could have appeared during the women’s Money in the Bank match and cost Valkyria the bout.
That approach would have tied Bayley’s return directly to a larger event and potentially placed her in front of a more emotionally charged crowd. It also would have intensified the stakes of her issue with Valkyria: rather than merely blocking a qualifying win on Raw, Bayley could have denied Valkyria the chance to claim the Money in the Bank briefcase.
There is, however, a key difference between the two scenarios. By returning on Raw, Bayley has given WWE time to develop the conflict before the premium live event. Her attack and interference can lead to further confrontations, explanations, and possibly a match announcement. A Money in the Bank ambush would have delivered a sharper one-night escalation, while the television return gives the rivalry room to become a central part of the weekly program.
Bayley’s actions also mean Valkyria’s path through the qualifying matches has already been affected. Whether that leads to another qualifying opportunity, an official ruling, or further interference remains to be seen.
